The main reason not to include phpbb3 as there is no released port of it for Nuke at this time (though there is one in development near completion from NukeKorea).
Furthermore our team is very familiar with phpbb2 development vs 3 so supporting it is much easier.
Lastly we feel phpbb3 adds more complexity than is actually needed in some simple clan forums. Yes some people feel they HAVE to have the latest and greatest but some also feel if it works why change it. Newer isn't always better (VISTA is a great example of that!)
